Sheila is the Senior Environmental Planner and Project Manager at TCE. In this capacity, Sheila oversees all of TCE’s environmental programs and permitting.  With more than 35 years of experience, particularly in Vermont, Sheila is well versed in the multi-layered environmental review process and excels at strategizing project planning from onset through and post construction. She is equally enthusiastic working on single family subdivisions as she is managing multi-faceted commercial and industrial developments. Her greatest asset is listening to her client’s needs and goals, and translating them to a project design that meets current environmental criteria.
Sheila is a longtime resident of Burlington, VT. When not working, Sheila heads for the mountains and lakes where she enjoys hiking, kayaking, and time with family and friends.
For over 25 years, Sheila was the Project Manager and Land Use Permit Strategist for University Mall as the 56 acre commercial center continually modified its structure, site layout, and tenant mix. Sheila helped the owners to navigate the ever-changing permitting environment, rules and regulations, and ensured the state’s largest retail center kept pace with Vermont’s environmental standards. Sheila, on behalf of Summit Engineering, represented the Owners in matters related to local land use planning and provided guidance to the Mall as they worked to partner in the development of South Burlington’s Downtown District.
Sheila was the site designer and permit specialist for the build-out of the Lowe’s Plaza development. Sheila found creative solutions to maximize the full potential of the site to support mixed uses and extend their presence onto Vermont Route 15. She worked diligently with the Town and the State to overcome the many obstacles inherent at this site, and successfully acquired local and Act 250 approvals.
As the Environmental Planner for Summit Engineering, Sheila had the privilege of assisting a long-term farm family through master-planning their family farm in a manner that provided residential security for their family members, income, and the preservation of large tracts of critical habitat, forest lands, and open space. Sheila took the project through local and state permit acquisition and construction in two towns.
