Casavant Overlook Apartments Project by TCE

Casavant Overlook is a 39-unit apartment building on East Allen Street in Winooski, Vermont and is managed by Summit Properties. Trudell Consulting Engineers worked closely with Summit, EIV, SD Ireland, and ECI on the building as well as associated site improvements, including a parking garage, surface parking, utility design, and street improvements. TCE also conducted overnight construction observation to limit disruption of traffic, and our landscape architect prepared a comprehensive plan which provided front yard screening of parking and complimented the buildings landscape design elements.

The project began in TCE’s Survey Department in 2015, and the Casavant Overlook apartments were officially completed in the summer of 2019. TCE provided site & utility design, construction phase services, and survey and traffic services. The downtown Winooski site just off Interstate 89’s Exit 15 was permitted under the City’s Form Based Code and is located on a tight site directly adjacent to East Allen Street (Route 15), a roadway with high traffic volumes. TCE’s work included the design of offsite roadway improvements and signage as well as complex utility design.

TCE prepared all of the necessary permitting services and facilitated approval with the Town, State, Wastewater, Stormwater and General Construction. Stormwater treatment was a complex utility component as the project is located within an impaired watershed and TCE had to facilitate meetings with the City and the State to devise a solution to what seemed to be a project stopper.
